1）改造目标：将现有的CSP产线原址改造成一条1800mm常规热连轧生产线，以提升该产线的产量、产品质量，并拓展产品品类；

2）改造方案：拆除CSP现有2条单流薄板坯连铸机及2座隧道炉段，新建常规热连轧的加热炉及粗轧段，并对CSP现有轧线段进行升级改造，包括除鳞系统、精轧机能力升级，层冷系统延长，卷取机移位利旧等，从而将CSP产线改造成一条1800mm热连轧生产线；

3）产品规格

带钢厚度：1.2~16.0mm

带钢宽度：800~1650mm

钢卷内径： 762mm

钢卷外径：1400~2150mm(Max.)

钢卷重量：33.25t (Max.)

单位卷重：24kg/mm (Max.)

2. 交货地点和交货时间：

交货地点：关境外设备：CIF 上海港；关境内设备：武钢有限项目现场或招标方指定地点。

交货时间：关境外设备：合同签订后12个月FOB；关境内设备：合同签订后12个月交货。

9. *对投标人的资格要求：

（1）未被国家企业信用信息公示系统(www.gsxt.gov.cn)列入严重违法失信企业名单（如适用）。

（3）2020年1月1日至投标截止日前（指合同签订日期），投标人具有热连轧粗轧机机电一体化设计的业绩，及同时具有精轧机弯窜辊系统成套供货的业绩。

（4）本项目不接受代理商投标。

（5）若联合体投标，投标前需将联合体协议快递到宝华招标，联合体协议需明确联合体代表（即联合体牵头人）。联合体代表的业绩需满足本项目的业绩要求。

1)Upgrade objectives: The project aims to convert the existing CSP production line at its current location into a 1800mm conventional hot strip mill. The upgrade is intended to increase production capacity, improve product quality, and diversify the product mix.

2)Upgrade plan: The upgrade involves dismantling the existing two single-strand thin-slab continuous casters and two tunnel furnaces. A new reheating furnace and roughing mill section will be constructed as part of the conventional hot strip mill. The existing CSP rolling section will also be upgraded, including enhancements to the descaling system, improvements to the finishing mill’s capabilities, extension of the laminar cooling system, and the repositioning and reuse of the existing down coilers. These modifications will collectively transform the current CSP line into 1800mm hot strip mill.

3）From January 1, 2020 to the bid submission deadline (based on the contract signing date), the Bidder shall have performance in the mechatronic design of hot strip mill roughing mill, and performance in the complete supply of bending and shifting roll systems for finishing mill.

4）Bidding by agents is not accepted for this Project.

5）In the case of consortium bidding, the Consortium Agreement shall be couriered to Shanghai Baohua International Tendering Co., Ltd prior to bidding. The Consortium Agreement shall clearly specify the Consortium Representative (i.e., the consortium leader). The performance of the Consortium Representative shall meet the performance requirements .

6）Due to the complexity of the project and high technical requirements, any Bidder intending to participate in this project shall contact the Tenderee prior to bid opening to conduct technical exchange and sign the technical attachment before the bid opening date.
